§12031.
Conduct of Hearing.
The hearing may be reported or phonographically
recorded. The parties to the controversy are entitled
to be heard, to present evidence and to cross-examine
witnesses appearing at the hearing, but the Labor
Commissioner is not bound by the rules of evidence
or judicial procedure.
