      s 13-100.04. Exceptions to the Certificate Program.

      All drivers of vehicles specified in California Vehicle Code Sections 
      12804.1 or 12804.3 shall obtain special driver certificates, except those 
      persons exempted pursuant to Section 25163 of the Health and Safety Code, 
      persons operating a vehicle in an emergency situation at the direction of 
      a peace officer pursuant to Vehicle Code Section 2800 and persons meeting 
      the requirements for out-of-state drivers set forth in Section 100.02 of 
      this Article.
