      s 13-1162. Placards.

      (a) Applicability. Shippers and carriers shall comply with the placarding 
      requirements contained in 49 CFR Part 172, Subpart F (commencing with 
      Section 172.500) and 49 CFR 177.823.

      (b) Exclusions. This section does not apply to the transportation of small 
      quantities of explosives as provided by Vehicle Code Section 27903.

      (c) Placards shall not be affixed to a packaging, freight container, motor 
      vehicle, etc. when prohibited by 49 CFR 172.502(a).

      (d) Placards may be affixed even when not required by this section when 
      displayed in accordance with 49 CFR 172.502(c).
