      s 13-1163.1. Prohibited Transportation.

      Shippers shall not offer and carriers shall not transport any of the 
      following:

      (a) Materials designated as "Forbidden" by 49 CFR 172.101.

      (b) Any package containing any materials or combinations of materials that 
      is forbidden to be tendered for transportation by the provisions of 49 CFR 
      173.21.

      (c) Hazardous materials prepared or offered for shipment in a manner 
      specifically prohibited or restricted by 49 CFR Part 173 or 177.
