      As either a principal or subcontractor, no vendor shall manufacture or 
      finish ballot cards, sheets, or unfinished ballot cards for use in 
      California elections, and no vendor shall accept or solicit orders for 
      such cards, sheets, or unfinished ballot cards prior to certification as a 
      manufacturer or finisher by the Secretary of State.
