      s 20323. SWRCB - CQA Plan. (new)

      After July 18, 1997, the RWQCB shall require construction for all liner 
      systems and final cover systems to be carried out in accordance with a CQA 
      plan certified by an appropriately registered professional to satisfy the 
      requirements of s20324. If the RWQCB finds that any construction of the 
      liner system or final cover system was undertaken in the absence of a CQA 
      plan that satisfies the requirements of s20324, the RWQCB shall require 
      the discharger to undertake any corrective construction needed to achieve 
      such compliance.
