      s 110. Review Procedures.

      A person or public agency adversely affected by a decision described in 
      section 109 is entitled to board review at a regularly scheduled meeting 
      of the board after receipt of a written request directed to the General 
      Manager of the board stating the facts and circumstances upon which the 
      request is based, provided the request complies with the requirements of 
      section 12. If a petition for reconsideration is not submitted within the 
      time limits specified in section 23, the decision of the board is final.
