      s 190. Purpose and Authority.

      These regulations are adopted by The Reclamation Board pursuant to Public 
      Resources Code section 21082 to implement, interpret, and make specific 
      those provisions of the California Environmental Quality Act which 
      supplement the requirements of the regulations promulgated by The 
      Secretary of the Resources Agency (Title 14, California Code of 
      Regulations, commencing with Section 15000, hereinafter referred to as the 
      "CEQA Guidelines").
