      s 302. Purpose and Effect of Regulations.

      The regulations in this subchapter are not intended to limit the authority 
      of the department to act under the police power of the state to the extent 
      authorized by law, when necessary to protect life and property from a dam 
      or reservoir which constitutes, or which may constitute a danger to life 
      and property, and they shall not be interpreted as depriving the 
      department of such authority.
