      s 304. Civil Engineering Plans and Specifications.

      Plans and specifications which are submitted to the department shall be 
      prepared by, or under the direction of, a civil engineer who is registered 
      pursuant to California law and authenticated by him as provided in the 
      Business and Professions Code, or be prepared by such other person as may 
      be permitted under the provisions of said code to prepare such plans and 
      specifications, in which case satisfactory evidence of such other person's 
      right to so act shall be submitted to the department when the plans and 
      specifications are submitted.
