      s 323. Time to Request Board Review; Filing Fee.

      (a) The owner must request board review within 60 days of the disputed 
      departmental action. The request must be made to the Division Chief, 
      Division of Safety of Dams and must state the facts and circumstances on 
      which such owner bases his grievance.

      (b) The owner shall remit, at the time the grievance is filed, the amount 
      of $250 to partially defray the cost and expense of the Board.

      (c) If the Board meets for more than one day, the department shall bill 
      the owner for its additional costs incurred for subsequent days.
