      s 331. Scope of Review.

      The consulting board shall make independent findings with regard to 
      conditions which may affect the safety of the dam and reservoir as 
      specified in Section 6081 of the Water Code, and the board shall also make 
      independent findings that the dam is safe to impound water, as specified 
      in Section 6355 of the Water Code.
