      s 370.23. Replacement Housing Payment to Tenant of a Sleeping Room for Not 
      Less Than 90 Days.

      (a) General. A displaced tenant of a sleeping room who is eligible for a 
      replacement housing payment under Section 370.21 (a) may receive an amount 
      not to exceed $4,000.00 as a comparable replacement dwelling in accordance 
      with the following paragraphs.

      (b) Rental Differential Payment.

      (1) The payment, not to exceed $4,000.00, shall be computed in accordance 
      with the provisions of Section 370.21 (b).

      (2) The Department's determination of the amount necessary to rent and the 
      disbursement of the rental differential payments shall be as provided in 
      Section 370.21 (c) and (d).

      (c) Downpayment. The downpayment amount, including the expenses incident 
      to purchase of the comparable replacement dwelling are to be computed in 
      accordance with the provisions of Section 370.19 (b).
