      Where the Director determines that a change in the contract is necessary 
      during the performance of the services, the parties may, by mutual 
      consent, in writing, agree to modifications, additions or deletions in the 
      general terms, conditions and specifications for the services involved, 
      including extensions of time, with a reasonable adjustment in the firm's 
      compensation.
