ARTICLE 2. APPLICATION PROCESS

s 5417. Likelihood of Commercialization.
(a) The application shall discuss the likelihood that successful
completion of the project will lead to commercialization of
product[s],
service[s] or process [es] more rabidly than would otherwise
occur.
(b) The application shall include a proposed schedule and
plan for using
the results of the project to develop the product[s], service[s]
or
process[es]. The plan shall identify, where applicable, necessary
intermediate steps, such as completion of other scientific
or technical
research or development work, the obtaining of additional
capital, and the
obtaining of additional licenses or patents.
(c) Projects indicating the ability to produce commercial
results with
fewer uncertainties or intermediate steps shall be deemed
more likely to
further the program goal in subsection (a) above, in connection
with the
agency staff review pursuant to Section 5425(d)(1) and (2).
