s 5421. Cost Sharing.

(a) The application shall include a calculation of the amount of grant
funds as a percentage of total project funds.

(b) Projects indicating a greater ratio of non-grant funds (including
in-kind contributions) to the requested grant shall be deemed more likely
to further the program goal in subsection (a) above, in connection with
the agency staff review pursuant to Section 5425(d)(1) and (2).
