s 5462. Eligibility.

A Solicitation is eligible only if it meets all of the following criteria:

(a) The Alliance will locate its principal place of business within
the Region;

(b) Fifty-one percent (51%) of the Persons comprising the Applicant
have their address within the Region;

(c) The amount of funds requested from the DSTI does not exceed the
available funding specified in the Solicitation (if specified); and

(d) The Solicitation demonstrates that the Applicant has at least
two dollars of Match for every dollar of funds requested from the
DSTI.
