s 5906. Grant Application Process; Funding Determination.

(a) The Agency shall fund all eligible, complete Grant Applications in the
order received.

(b) Subsequent to the award of a Grant, and prior to the payment of the
Grant award, the Applicant shall enter into a Grant Agreement with the
Office.
