ARTICLE 5. EMERGING FIELDS OF STUDY AND INNOVATIVE METHODS
OF INSTRUCTION

s 71495. Innovative or Unique Methods of Instruction.
(a) If an institution proposes to use innovative or unique
methods of
instruction in degree programs, the institution shall demonstrate
to the
reasonable satisfaction of the Council and a special committee
appointed
by the director that the proposed method -
(1) Has demonstrable value as a method of delivering concepts
and
information;
(2) Is equal or superior to the examples of methods of instruction
identified in Section 71715(c)(2) and (c)(3);
(3) Leads to the measurable learning outcomes stated by the
institution; and
(4) Is explained to the students prior to their enrolling
in the
course in which the method will be used.
(b) If the institution demonstrates that the proposed method
of
instruction satisfies subdivision (a), the director shall
include in the
visiting committee professional educators who are knowledgeable
about
instructional methodologies to evaluate the proposed method
and the
institution's implementation of it.
