CHAPTER 1. EDUCATION TECHNOLOGY GRANT PROGRAM

(a) Upon notification that the Secretary for Education has calculated the
amount of funds available for each school district with eligible schools,
CTAP shall:

(1) Work with eligible schools to ensure each district or school
site has a technology plan that complies with these regulations.


(2) Obtain award agreements, approved by the governing body of each
participating charter school or school district with eligible
schools as specified in Section 90002(a)(1), that detail the funds
allocated by the Secretary for Education and the charter school or
school district's commitment to reduce the student-to-multimedia
computer ratio in eligible schools to the ratio specified by the
Secretary for Education pursuant to Section 90004(b) of these
regulations.


(b) Upon documenting receipt of a technology plan that complies with these
regulations, a completed application, and a completed award agreement,
CTAP shall forward a copy of the signed assurances and award agreements to
the Secretary for Education, who shall request the State Controller
release one hundred percent (100%) of the funds encumbered for each
eligible school to the school district or charter school.

(c) Participating charter schools or school districts must encumber funds
received pursuant to this program by June 30, 2001, by issuing a purchase
order or entering into a contract to purchase or lease a sufficient number
of computers to meet the student-to-multimedia computer ratio determined
by the Secretary for Education pursuant to Section 90004(b) of these
regulations. Participating charter schools or school districts must
complete and certify the installation of new equipment purchased or leased
with Education Technology Grant Program funds by March 1, 2002.
Participating charter schools or school districts must file an "End of
Grant Expenditure Report/Certification of Completion" with the
participating CTAP region within 30 days of installation, and no later
than March 1, 2002.
