State Library books and materials which are permitted to circulate shall
be made available to inhabitants of the State through a loan service.
(a) Where there is a local library, all requests for loan of State Library
materials shall be made through a local library, except as provided in
Section 20050.

(b) In addition to borrowing through any library which they are entitled
to use, high school students in schools where no established school
library exists may borrow through a high school district employee
designated by the proper school authorities to handle library requests.

(c) Direct service to individuals may be made as provided in Section
20050.
