Loan of a library material of any type by a participating public library
to an eligible nonresident borrower shall result in reimbursement from the
state under Education Code Sections 18731 and 18743 to the extent that the
number of such loans exceeds the number of items borrowed by that library
jurisdiction's residents from other participating public libraries, during
a specific reporting period.
