Reimbursable costs, expressed on a unit basis, are those handling costs
incurred by the lending library in processing a direct loan to a
non-resident. The State Board shall periodically review, at least once a
year, and approve such cost data, but the reimbursement rate, as adopted,
shall be uniform statewide.
