(a) Funding distributed according to Library of California Act provisions
shall be used to support library purposes.

(b) Institutions and public library jurisdictions receiving reimbursement
under the provisions of Education Code Section 18844(a-e) may not collect
fees for those same services or those portions thereof for which they have
received reimbursement.
