Except where the provisions of the Library of California Act or of these
regulations provide to the contrary, or when the state board determines
otherwise, the state board shall operate under the provisions of Robert's
Rules of Order. The state board shall adopt an edition of Robert's Rules
of Order as the edition for use by the state board.
