Only the tuition and fee charges which may be classified under the
following two categories are acceptable for payment in the Cal Grant
Program.
(a) The minimum customary tuition and/or fee charges at the per unit, per
quarter, per semester, or per term rate charged all undergraduate
students.

(b) Student body fees made mandatory through student action (Education
Code Section 23801).
