ARTICLE 1. STATE ENVIRONMENTAL PERMIT PROCESSING TIMELINES

s 10302. The State Water Resources Control Board and the
Regional Water
Quality Control Boards.
For the State Water Resources Control Board (SWRCB) and
Regional Water
Quality Control Boards (RWQCB), Water Code, Section 13264,
and the Clean
Water Act, Title 33 USCA Section 1341 establish the following
time limits
which have been summarized for informational purposes in Table
1:
(a) The (SWRCB)/(RWQCB) shall approve or disapprove a National
Pollutant
Discharge Elimination System (NPDES) Permit within 180 days
of receiving a
completed application.
(b) The (SWRCB)/(RWQCB) shall adopt Waste Discharge Requirements
within
120 days of receiving a completed application.
(c) The (SWRCB)/(RWQCB) shall approve or disapprove an application
for a
General Industrial Storm Water Permit within 7 working days
of receiving a
completed application.
(d) For Waste Water Treatment Plant Operator's Certificate
of Competence:
(1) The (SWRCB)/(RWQCB) shall notify the applicant in writing,
within 30
days after receipt of an application that the application
is complete and
accepted for filing or that the application is incomplete
and what
specific information is required to complete the application.
(2) The (SWRCB)/(RWQCB) shall, within 30 days of receipt
of a complete
application, proof of successful completion of exam, and payment
of fees,
issue the certification.
