s 700. Board Meetings; Quorum.
1. That to constitute a quorum at a meeting of the California
Veterans
Board a minimum of four members shall be present. The Agency
Secretary, or
Acting Secretary, if present, shall be counted as a member
of the quorum.
2. That to constitute a voting majority on any matter, a
minimum of three
"aye" votes shall be cast in favor of the measure,
and the "aye" votes
shall exceed the "nay" votes by a minimum of one
vote.
