(a) Recognition of Speakers. Members of the public or the State Library
staff may be recognized by the president to speak at any state board
meeting. All remarks made shall be germane to the business at hand and
shall be addressed to the president.

(b) Subject of Remarks. All speakers before the state board shall confine
their remarks to the subject indicated in the recognition of the
president.
