(a) Each participating library shall participate in one or more of the
four access services components in Education Code Section 18844(a-d).

(b) Each member of a regional library network shall provide access to the
library's bibliographic records and location information for those
resources it has agreed to share with other libraries, to support the
purposes of Education Code Sections 18842(d) and 18851(a-b). The access
shall be provided in such form, manner, and frequency as established
through subsequent rulemaking conducted under the provisions of the
Administrative Procedure Act (Chapter 3.5 of Division 3 of Title 2 of the
Government Code, commencing at Section 11340).
